Persons who do not stay or stay less than four months in the Netherlands are classified as “non-residents”. These include frontier workers, (supervisory) directors or people who live abroad and enjoy a Dutch pension or receive a salary. In dealings with the Dutch government, they often require a BSN (“Burger Service Nummer” or personal identification number), e.g. for a Dutch payroll.

As of January 6, 2014, these non-residents can apply for their BSN only with 18 designated municipal offices and no longer with the Tax Authorities.
The new system is referred to as RNI (“Registratie Niet Ingezeten”) and is part of the Dutch General Registration of Individuals
